"It's 1938 and Iran is Germany"
So said former Israeli Prime Minister Benjamin Netanyahu. In some ways,
maybe. And his plea that the West, "believe him and stop him", is
precisely the prescription for the world's future security.
But in a meaningful way, this is most assuredly not 1938.
In 1938, people could say, "Maybe it won't happen. Maybe Hitler doesn't
mean it. Maybe we can talk him out of it. Maybe we can appease him and
find a way to live with the Nazi ideology." ("Appeasement" wasn't the
same sort of dirty word then, for obvious historical reasons). Their
hope that evil wasn't real was understandable.
By 1945, the remnants of the Jewish people were saying, "Never Again,"
as in "never again" would Jews allow themselves to be without the means
of self-defense and be attacked without fighting back. Others,
including American political leaders, expanded the thought to mean the
world had some obligation to protect those whom evil would destroy – it
was their obligation "never again" to permit a Holocaust.
By 1975, the Cambodian genocide mocked "never again." Rwanda and Darfur
and even 9-11 are proof that the moral clarity produced by a moment of
horror fades very quickly.
In 2006, American candidates, particularly but not only Democrats,
frequently said, "If I knew then what I know now..." They meant if they
had known that toppling Saddam would lead to a difficult, protracted and
politically unpopular war, they wouldn't have voted for it. If they had
known that Saddam didn't have photo op stockpiles of WMD, but only a
workable WMD program (including scientists) and was awaiting the end of
sanctions to import the means to restart the program, they wouldn't have
voted for it.
On the other hand, now they know about Saddam's rape rooms; the torture;
the gassing of the Kurds; and the 400,000 bodies, including children, in
mass graves. If they knew those things then, wouldn't they have had to
vote for the war so as not to further debase the obligation of the
powerful to protect the weak?
If in 1938 it was still possible to hope that Hitler didn't mean it, in
2006 we know better. To believe Ahmadinejad doesn't mean it, or believe
bribes and negotiations can change his mind, or believe the "Palestinian
problem" is the key is willful blindness and no defense against evil.
We know now what we didn't know then. We know evil coupled with weapons
of dreadful capability – whether Zyklon B or nuclear bombs – and an
indifferent world lead to disaster. We are wiser than the Jews of 1938,
wiser than the world of 1938. Only that can avert the disaster that
lies ahead.

On Saturday, the UN Security Council voted on an Arab-sponsored draft
resolution that sought to condemn the Israeli attack on Beit Hanoun in
which civilians were killed, and urge an immediate withdrawal of Israeli
forces from Gaza. Argentina, China, Congo, France, Ghana, Greece, Peru,
Qatar, Russia and Tanzania voted in favor of the draft. Britain,
Denmark, Japan and Slovakia abstained. U.S. Ambassador to the UN John
Bolton cast the U.S. veto. Excerpts from his remarks appear below.
"First, we are disturbed at language in the resolution that is, in
many places, biased against Israel and politically motivated...
Secondly, it remains an unbalanced text. Among many such examples are
the following: the preambular text equates Israeli military
operations, which are legal, with firing of rockets into Israel,
which are acts of terrorism. (Emphasis added) Moreover, its
characterization of Israeli military actions as ‘excessive and
disproportionate' constitutes a legal judgment that the Security
Council would be ill advised to make. Third, the proposed resolution
calls for the establishment of a fact-finding mission that is, at this
point, unnecessary and will do nothing to improve the situation on
the ground. The resolution further promises to consider the
establishment of an ‘international mechanism for protection of the
(Palestinian) civilian population' - a promise that is unwise and
unnecessary and, at any rate, raises false hopes.
"There is not a single... condemnation of the Hamas leadership's
statement that Palestinians should resume terror attacks on a broad
scale, or calls by the military wing of Hamas to Muslims worldwide to
strike American targets and interests. More terror, whether directed at
Israel or the United States or the European Union Office in Gaza City
is not the solution, nor will it enable the Palestinian people to
achieve their aspirations.
"It is the responsibility of any Palestinian Authority government
to prevent terror and take the necessary steps to stop attacks and
dismantle the terrorist infrastructure. Hamas has failed utterly in
this regard by continuing to play a role in perpetuating instability
and violence. The Palestinian people deserve leaders who are prepared
to renounce terror, accept the Quartet principles, and become a
legitimate partner in peace... The Road Map and the principles
contained therein remain the only agreed international basis upon
which to move forward towards the two-state goal.
"We call upon all members of the international community to support
the Road Map unequivocally. To that end the United States will vote
no on this resolution."
It is hard to think of a clearer statement of American policy. It is
hard to imagine a better representative for what we believe to be the
bipartisan American understanding that Israel has the right of
self-defense against Hamas's ongoing efforts to increase its arsenal in
Gaza, and inculcate Jew-hatred and the veneration of terrorism in the
population.
The new Democratic-led Senate should make clear its intention to confirm
Amb. Bolton to permanent status as a means of conveying American
unanimity on this point.

Viewpoint – Elections – Morrie Amitay
Given JINSA's twin mandate to support a credible national defense and
encourage closer U.S.-Israel ties, how does the outcome of the recent
mid-term elections affect its agenda? Overall, the Democratic takeover
of the House and the Senate does not bode particularly well for
furthering these objectives.
In the House, much will depend on whether a moderate wing, reinforced by
a number of relatively conservative newcomers, can halt the leftward
drift of the party in recent years. The Majority Leader race between
Jack Murtha (Penn.), with his call for an immediate pullout from Iraq,
and the current Whip, Steny Hoyer (Md.), should reveal a great deal
about the future direction of House Democrats. With his rallying fellow
Dems to back pro-Israel initiatives and centrist approach, Hoyer offers
a stark contrast to Murtha and his supporters. Murtha's own military
experience and role on the Defense Appropriations Subcommittee gained
him a pro-defense reputation in the past. Energized, however, by the
publicity and adulation he received from the anti-war forces for his
calls to abandon Iraq, Murtha has changed his behind-the-scenes profile
and is now seeking a leadership spot. The soon-to-be Speaker, Nancy
Pelosi (Calif.), has cultivated some ties with Jewish groups, but will
not be as directly involved in legislative activities and initiatives
affecting Israel, though she will obviously play a key role in general.
What is worrisome is that some fringe Jewish groups and wealthy
liberal supporters whose views on Israel and national defense can
(charitably) be described as "dovish” will have greater influence on a
Democratically-controlled Congress.
A number of very senior Democrats who will be chairing major House
committees rank in the bottom 10 percent of the class (of 435) when it
comes to Israel-related issues and support for robust defense
expenditures. They are:
- David Obey (Wisc.)--Appropriations
- John Conyers (Mich.)--Judiciary
- John Dingell (Mich.)--Energy and Commerce
- George Miller (Calif.)--Education and Work Force
- Nick Rahall (W. Virg.)--Resources
In fact, all five voted recently against the Palestinian Anti-Terrorism
Act, which passed 361 to 37. While wielding influence on the party and
attracting media attention, hopefully they will be more engaged with
domestic issues rather than those affecting JINSA's major interests.
On the positive side, Tom Lantos (Calif.) is in line to take over as
chair of the House International Relations Committee. Israel has no
stronger, effective, committed supporter in Congress who works well with
his GOP colleagues. The new chair of the Foreign Operations
Appropriation Committee will be Nita Lowey (Ny.), which should be
regarded as a plus. If Murtha moves on to a leadership position, Norm
Dicks (Wash.) would chair the Defense Appropriations Subcommittee. Dicks
is a friend of both the defense and pro-Israel communities. Based on
his record, Ike Skelton (Mo.), who is in line to be chair of the Armed
Services Committee, should present few problems.
With regard to the Senate, Joe Lieberman's very impressive win over Ned
Lamont with his anti-war single-issue campaign was the best news on
election night for both Israel and America's future security. Less
momentous, but noteworthy, was the defeat in Rhode Island of (nominally)
Republican Lincoln Chafee, who chairs the Near East Subcommittee of the
Senate Foreign Relations Committee. Following in his late father's
tradition, Chafee was an unrelenting critic of Israel, and
single-handedly was able to derail John Bolton's appointment as U.N.
ambassador.
On the negative side of the ledger, four staunch Senate supporters of
JINSA's mandate lost their re-election contests--Rick Santorum (Penn.),
Mike DeWine (Ohio), Jim Talent (MO)--and George Allen (Virg.). Allen's
replacement, Jim Webb has recently advocated a "regional approach” in
the Middle East. This is a cause for concern because it would invariably
mean putting pressure on Israel for further concessions in order to
placate our Arab "allies”. Santorum was the leader in the Senate in
seeking regime change in Iran and thwarting its nuclear ambitions.
With a Democratic Senate majority, Joe Biden (Del.) (who is running for
President in ‘08) will take over the helm of the Senate Foreign
Relations Committee. While he could be considered as a better choice
than Dick Lugar (Ind.), whom he will replace, Biden can be erratic at
times and go off on his own foreign policy tangents. Patrick Leahy
(Vt.), who will chair the Judiciary Committee, is also in line to chair
the Foreign Operations Subcommittee of Appropriations. As a frequent
critic of Israel who has supported few positive initiatives, he is no
great friend of the defense establishment either. Robert Byrd (W.
Virg.), with the worst Israel-related record in the Senate, will chair
the full Appropriations Committee. Hopefully, Byrd will not interject
himself in specific defense appropriations issues where Dan Inouye
(Hawaii) will be in charge, working well with his GOP counterpart, Ted
Stevens (Alaska), both in tune with our agenda. Carl Levin (Mich.) will
replace John Warner (Virg.) as chair of the Armed Services Committee--a
net plus on strictly Israel -related issues--but not on certain defense
programs.
The new 110th Congress will undoubtedly seek to have a say in future
U.S. actions in Iraq, with the outcome there bearing directly on the
future of the entire region. Here Iran's role will be of paramount
importance, with signs now pointing ominously to a policy of
accommodation with the mullahs--and their nuclear ambitions. The
challenge will be for a lame duck Republican administration to be able
to work with a Democratic Congress to devise a strategy that secures our
country's vital interests in the Middle East, while ensuring Israel's
security. If you add to this formidable task, the intense political
preparations for the 2008 Presidential election, the increasingly
negative trends in Latin America, North Korean nukes, Russia's slide
toward autocracy, the growing power of China--and, incidentally, the
worldwide Islamofascist terrorist threat--we have a helluva year shaping up!

"Don't Mention the War"
In the British comedy "Fawlty Towers", John Cleese implored his staff,
"Don't mention the war," around the inn's first German guests. Of
course, the more he tried NOT to mention "the war," the more "the war"
slipped out, until he was goose-stepping around the dining room with a
comb-tooth moustache over his lip.
Now that the 2006 elections are in the bag, it should be noted that
despite media emphasis on "the war," this election campaign was
conspicuous for its LACK of mention of the real war. Yes, they talked
around (not about) Iraq (and the view differed less from Republicans to
Democrats than either would admit). But Iraq is a front, not the war.
"The war" is Iran's export of radical Islamic fundamentalism accompanied
by terrorism and directed first against the states of the Middle East
and then against the modern free world including Israel. Iran's
leadership has been at war with us since 1979. That they took hostages
at precisely the moment we were tossing the Shah should have been a
clue. Today, Iran is in Iraq. Iran is in the Kurdish regions, Syria,
Lebanon and the Palestinian Authority. Iran is in Africa, Chechnya and
Bosnia (where the Dayton Accord 10-year agreement will run out in 2007
and parties are already jockeying for position). Iran is in league with
Hugo Chavez (and Daniel Ortega?). Wherever the war is, Iran is. And Iran
is going nuclear.
But with the exception of defeated Senator Rick Santorum, no candidate
articulated the nature of Iran's war against modernity and its
determination to recapture territory and population for the Caliphate.
No challenger or incumbent saw Iran's imperialism as being driven by its
affirmative view of itself and the future of Islam, not by whatever
flaws exist in America, and certainly not by any Iranian understanding
of the differences between the Democratic and Republican parties. It is
hubris to think the mullahs care about the difference between Jack
Kingston and Jim Nelson. Who? Right.
There was no clear strategy from the President--who couldn't decide
between regime change and behavior modification, but pronounced a
nuclear Iran "unacceptable" without suggesting how to prevent it or what
to do if, like North Korea, Iran just turns up nuclear. Democrats have
been content to carp and blame, but now that they share responsibility
for governing, they'll have to do better. We hope there's a plan, but
doubt it.
America will have an altered direction in foreign policy--perhaps less
than some people think--but Iran will not. Through Republicans and
Democrats, through liberals and conservatives, through red-state rule
and blue-state rule Iran has been pursuing the spread of radical Islam
through terrorism. The first test for the new Congress and the old
President will be to understand Iran's intentions in Iraq and its impact
on our soldiers. Only after that can they seriously consider how long
we stay and how we leave.
To be fair, no one wants a wider war than the one they think we already
have. But here is the lesson of al Qaeda--they were at war with us long
before we were at war with them. Politicians saw what was happening,
but no one wanted to mention the war until after 3,000 of our citizens
had been killed at home. We've taken the same approach with Iran. Will
the outcome differ?

The German Navy is said to be unwilling to patrol Lebanese waters at
night, but twice sent helicopters toward the Israeli border. The French
commander of UNIFIL threatened to put anti-aircraft batteries in UNIFIL
positions aimed at Israeli planes. Lebanese Army commander Gen. Michel
Suleiman met with the Iranian ambassador to Lebanon who offered to
supply the Lebanese army with anti-aircraft missiles. What is Israel
doing that makes them so nervous?
Documenting the Syrian and Iranian rearming of Hezbollah and the
inability or unwillingness of the Lebanese Army or UNIFIL to stop it.
Lebanon is at a crucial point in its political emancipation - the point
at which it must decide whether to advance from Syrian domination to
independence, or fall fully under Iranian control. Nasrallah has
demanded a unity government in Beirut that will give Hezbollah - and
thus Iran - a virtual veto over Lebanese national politics. Not all
Lebanese - not even all Lebanese Shiites - think this would be a good
thing. But in the absence of strong international support for disarming
Hezbollah, it is becoming less and less likely that the government of
Fouad Siniora will be able to withstand the pressure of Iran and Hezbollah.
UNIFIL's timidity - Western Europe's timidity, because France, Italy and
Germany are the only countries in UNIFIL that matter - is subverting the
indigenous Lebanese revolution that tossed out the Syrian occupiers and
made an independent, democratic Lebanon a possibility, though not yet a
reality. Following Hezbollah's attack on Israel and Israel's partial
destruction of Hezbollah assets in the South, UNIFIL's job was to extend
the revolution and the Lebanese government's authority to the rest of
the country by enforcing UN Resolution 1701 aimed at disarming Hezbollah.
UNIFIL's failure to act against Hezbollah resupply is a problem for
Lebanon and also for Israel.
Implementation of UN Resolution 1701 was to have been Israel's
reassurance that there would be no repetition of the unprovoked
Hezbollah attack from Lebanese soil. But if the resolution is not
implemented, Israel has a right - indeed an obligation to its citizens -
to accurately assess the threat from the north and, if it continues to
grow, to eliminate it. It is unreasonable to assume that Israel will
ignore the danger from Hezbollah simply because the French or the
Germans do - hence the overflights.
In a related vein, Israel has discovered the Palestinian Authority
smuggling Iranian weapons through Egyptian ports and overland through
Sinai to Gaza. No one should be surprised - although many will profess
to be - if Israel finds these weapons an intolerable threat and takes
action against them as well.
We will continue to monitor these situations so that JINSA Report
readers, at least, will be aware of the growing threat to Israel from
the Lebanon and Gaza, and the unwillingness of responsible parties -
Egypt and the European countries - to do their part in dealing with it.
At least we won't claim to be surprised.

The Military Mission in "Palestine"
In February 2005, the Administration named Lt. Gen. William Ward, USA,
"American security coordinator" in the Palestinian Authority territories
and tasked him with consolidating and improving Palestinian "security
forces." The mission, in our view, was flawed (JINSA Reports 467, 468
and 521) and the result of American intervention was simply better
trained terrorists.
Lt. Gen. Ward's successor is Lt. Gen. Keith Dayton, USA. His job is
complicated by the fact that the U.S. no longer recognizes the Hamas-led
PA government. But according to Ha'aretz, Lt. Gen. Dayton is arming and
training "the Presidential Guard of PA Chairman Mahmoud Abbas to prepare
it for a potential violent confrontation with Hamas forces in Gaza.
Palestinian sources say the training of 400 Force 17 troops...started a
month ago in Jericho under the guidance of an American military
instructor." Force 17 was Arafat's praetorian guard, attacking
recalcitrant Palestinians as well as Israelis. Abu Mazen inherited it.
Messing with Force 17 suggests that the U.S. is entering the nascent
Palestinian civil war on the side of Abu Mazen - the less offensive
terrorist - hoping he will use our help to put down Hamas rather than
using it to kill ever more Israelis. We're not sure.
The Administration, staunchly pro-Israel and anti-terrorist, still
believes "Palestine" is a social problem, not an existential threat to
Israel. The President said he "weeps" for the Palestinian people.
Secretary Rice said, "The great majority of the people just want a
better life. I just don't believe mothers want their children to grow up
to be suicide bombers... (They) want their children to grow up to go to
university." We find serious evidence that the Palestinians have other
priorities.
Note: Palestinian polling data in September shows 67 percent of
Palestinians do not believe Hamas should recognize Israel; 75 percent
believe Gaza withdrawal was a victory for "armed struggle"; 57 percent
support armed attacks against Israeli civilians inside Israel; and 63
percent agree that Palestinians should use the same methods as Hezbollah
such as launching rockets at Israeli cities.
Note: WorldNetDaily reports, "Palestinian preachers in several major
mosques in the West Bank and Gaza are celebrating the anti-American
violence (in Iraq) as a gift from Allah bestowed upon Muslims through
prayer during the holy month of Ramadan, according to congregants."
Note: MENL reports, "Israel has determined that the Hamas-led PA has
received advanced, Russian-made, AT-14 Kornet anti-tank missiles with a
range of 5.5 km. and a high level of accuracy... capable of changing the
strategic balance in the region... threaten Israeli military
operations... (and) target civilian and military sites inside Israel."
Dr. Rice did say of the Palestinians, "If human beings don't want a
better future, don't want their children to grow up in peace and have
opportunities, then none of this is going to work anyway." That dark
possibility should be kept front and center as Lt. Gen. Dayton carries
out his rather dubious mission.

American soldiers deserve better from a United States Senator, and in
particular from a veteran.
Our men and women in uniform are an extraordinary cross-section of the
"smarts" our country produces and an extraordinary cross-section of our
racial, ethnic, socio-economic and religious identity. Watch and listen
to them on the rare occasions the news media interviews them at any
length in or about Iraq or Afghanistan. Whether high school or college
graduates, whether studying for degrees while in service or using their
GI benefits to study after they serve or using the military to enhance
their technical or language training, they make the rest of us Americans
look good. There is a reason our military leadership adamantly opposes a
return to the draft – we wouldn't field as skilled and motivated a force
as we do now.
But what if you take Senator Kerry at his word that it was a "botched
joke" about President Bush? He was talking to college students. He had
an opportunity to appeal to their patriotism and love of country by
suggesting ways to improve our foreign and defense policy. He had the
opportunity to talk about the threats to our security and our homeland
and encourage them to find ways to make the world a better place. He
had an opportunity to elevate them and himself. He didn't.
He descended instead into the gutter that has prevented any actual
discussion this election year of North Korea, Iranian nuclear weapons,
the future of America's deterrence or its alliances abroad. Or
discussion about China and Russia as competitors, our improving
relations with India or our declining ones with Turkey. Or the need for
a larger army or reduced commitments – maybe giving up South Korea for
Darfur.
Mr. Kerry says in his own defense that he was using the platform to take
a crude and ugly potshot at the President. Yuck, but it's not the first
time for that either.
In October, Sen. Kerry told talk show host Bill Maher that he took his
wife to Vermont for her birthday. Maher said, "You could have went
(sic) to New Hampshire and killed two birds with one stone" (referring
campaigning for the 2008 nomination). Sen. Kerry replied, "Or I could
have gone to 1600 Pennsylvania and killed the real bird with one stone."
"T'aint funny, McGee."
