Everyone Seems to Agree That Israel Must Solve the "Iranian Problem"

They say nothing happens in Washington in August - the President is away, Congress is out, even traffic is easy. But it isn't true. In Washington in August, everyone is getting ready for September. Word is out that the Obama Administration is working on a grand strategy to present at the UN when the General Assembly opens. The rumored outlines:
  • Israel agrees to a settlement freeze of some sort and some duration, allowing the administration to claim that it has done the world a favor and beaten Israel into submission.
  • Some Gulf States agree that people with Israeli stamps on their passport (though not necessarily Israelis) can enter their countries, and agree to accept limited trade with Israel. Others do not. Saudi Arabia's failure to publicly object allows the administration to claim that Israel has been accepted in the region and has nothing to fear from additional concessions to the Palestinians.
  • Abu Mazen agrees to accept the additional concessions from Israel, allowing the administration to claim it is on the way to a Palestinian State. The question of who Abu Mazen represents is papered over. The Hamas-Fatah (-al Qaeda?) civil war in Gaza - complete with suicide bombers, rockets fired into and out of mosques and dozens of civilian casualties - is papered over.
It doesn't sound like much of a deal for Israel - Syria, which is busily funneling al Qaeda fighters into Iraq and partying with Ahmadinejad in Tehran - is not involved; Egypt has declined; the Palestinians are no closer to agreeing in public or private that they will settle for a rump split state wedged between a hostile Israel and a hostile Jordan - its own two parts not talking to each other. So what does Israel get? An anonymous administration source is reported to have said, "Settlements are not strategic; Iran is strategic."
 
So in exchange for fuzzying up its red lines, a series of papered over semi-agreements, and an excellent photo op with the President at the UN, Israel gets stronger American rhetoric on Iran? Or, some sort of American green light for Israel to take care of the problem itself?
 
No, they don't say it that way, of course, but you didn't think the administration was actually going to DO something about Iran, did you? The administration has been saying Iran faces some deadline in September and the administration is committed to some Arab-Israeli grand deal, but where they come together is problematic.
 
Russia and China as yet have no incentive to enter a U.S.-led deal on serious Iran sanctions. (The opposite is true of China - they need Iranian energy and want the Iranians to refrain from fueling the Uighur fire. This makes the basis of a Chinese-Iranian deal.) Even the Europeans have no real incentive to terminate their lucrative trade with Tehran - check out the dollar volume of the German-Iranian deal guaranteed by the Merkel government. The President knows this.
 
But if everyone can agree that ISRAEL is now responsible for solving the "Iranian problem" and that Israel had actually gotten something in exchange for creating the Palestinian state the Americans and the Europeans so desperately appear to want - much more than the Palestinians seem to want it - then everyone could agree that August had been well-spent.

Spare Us The Pieties

To the British government: Spare us your embarrassment over the Libyan government's public embrace of Abdel Baset al-Megrahi, the Pan Am 103 bomber. Did you learn nothing from Israel's release of Samir Kuntar - the scum who smashed a child's head with a rifle butt and killed her father, but who went home to jubilant crowds and a wedding ceremony that rivaled Queen Elizabeth's coronation? Ideological murderers are heroes to their ideological patrons. Did you think they wouldn't love and venerate Megrahi as they did Kuntar? Did you think there was a difference because you're not Israel? And do you think they care that YOU thought they should low-key it? Why should they? They won. YOU lost. They're happy; they're entitled.
 
And for what? Seif al Islam, the son of Libyan strongman Moammar Gaddafi, said in a television interview, "In all commercial contracts, for oil and gas with Britain, (Megrahi) was always on the negotiating table. All British interests were linked to the release of Abdelbaset al Megrahi."
 
Not that he's a great source, but British Business Secretary Lord Mandelson doth protest entirely too much. "It's not only completely wrong to make such a suggestion it's also quite offensive.The issue of the prisoner's release was entirely a matter for the Scottish Justice Minister." The Guardian UK notes that the Libyan-British Business Council, which includes BP, Barclays, GlaxoSmithKline and British American Tobacco - is a veritable who's who of companies that will profit handsomely, embarrassed or not.
 
That was the financial bet. On the other hand...
 
To President Obama: The White House characterized the welcome of Maghrabi as "outrageous and disgusting" and "incredibly offensive to Americans." Spare us your disgust. Why are you more exercised over a party at the airport than by the Iranian government beating, maiming and torturing its own citizens? Is it worse than the Basiji thugs who roamed Iranian crowds in civilian clothes and attacked demonstrators from inside? Worse than the murder of Neda Soltan and hundreds of others? Worse than the Iranian government hiding prisoners, and releasing some bodies only after making the families sign sworn statements that they will not disclose the battered condition of their loved ones? Why "disgust" with Libya and the continued caution on Iran?
 
The administration appears to have made a decision that an open hand to the Iranian government was worth turning a blind eye to the fraud of an election and the subsequent murder of people who first wanted their votes to count and now wish to express disgust for their government. The President couched the decision in the belief that Iran can be talked out of its 30+-year quest for nuclear capability and talked out of its ideological affinity for terrorism as a mechanism for the spread of messianic Shi'ism.
 
Missing is the recognition that ideological murderers are heroes to their ideological patrons (see above). Iran is no different than Libya in its revolutionary veneration of blood - its own and that of its victims. 
President Obama said, "How the Libyan government handles itself in the next few days will be very significant in the way the world views Libya's re-entry into the civilized community of nations." But the one time that revolutionary Libya made a civilized decision - to turn over the elements of its nuclear program to the United States and Great Britain - was the one time it felt threatened, not coddled by the United States. Why would Iran make a different decision?
 
The British government may have been making a calculated financial bet. The United States clearly is making a calculated political bet. In both cases, members of the small club of democracies are betting that already bloody, already violent and repressive revolutionary governments will now behave in a civilized way because we want them to see their future the same way we see their future.  
 
What should they and what happens if they don't?

Our New Friend Syria

American relations with Syria have been frosty, if not downright icy for decades. Starting with Syrian involvement in the 1976 Lebanese Civil War, the subsequent occupation of Lebanon and arming of Hezbollah - with attendant complicity in the 1983 Hezbollah bombing of the Marine Barracks in Beirut; the 1982 destruction of Hama by Hafez Assad, killing an estimated 10-25,000 people; the UN finding of Syrian involvement in the car bomb murder of Lebanese Prime Minister Rafik Hariri and 22 others; al Qaeda and related insurgent organizations grouping in eastern Syria and infiltrating Iraq; and the open housing of Hamas and other terrorist groups in Damascus. Not to mention Syrian-North Korean cooperation on missiles and building a nuclear facility (since destroyed), and Syrian-Iranian economic, political and military relations including public approval by Bashar Assad of the "re-election" of Iranian President Ahmadinejad in June.
 
Now the thaw:
  • In February, the Obama Administration waived Syria Accountability Act provisions to approve the export of aircraft parts and repair services to Syria for civil aviation.
  • Twice during the spring, State Department and NSC officials visited Damascus, followed in June by a delegation from the U.S. Central Command. 
  • The return of a U.S. Ambassador to Damascus was announced 24 June. 
  • In July, according to Agence France Presse, Middle East "peace process" envoy George Mitchell told Assad he would work to speed up the process of obtaining exemptions to anti-Syrian sanctions. At the end of July, the United States announced a decision to ease sanctions on spare aircraft parts, information-technology products and telecommunications equipment. 
  • A second delegation from Central Command arrived in August accompanied by an aide to Sen. Mitchell. State Department spokesman P.J. Crowley said the talks are focused on Syria's "ongoing efforts to help stabilize the situation in Iraq."
But why?
  • Export waivers have always been available for products deemed important to the "welfare of the Syrian people." But how does selling information technology to the Syrian government provide for the "welfare of the Syrian people"? It was telecommunications equipment - Nokia-Siemens "packet intercept technology" - that allowed the Iranian government to monitor and alter cell phone information from protesters after the fraudulent Iranian election. Where will this technology go?
  • The American ambassador was withdrawn over Syrian involvement in the Hariri murder. What evidence has emerged that changes our belief?
  • In the spring, a Defense Department spokesman said, "A significant aspect of the discussions has to do with border security and stemming the flow of fighters into Iraq." What "ongoing efforts" in Syria account for the newly positive characterization of the conversation?
And by the way, while all this was going on, Japanese intelligence learned that Iran, Syria and North Korea secretly test-launched in southern Syria a new, jointly developed short-range ballistic missile. JINSA confirmed with a source in Japan both the test and the failure of the missile. 
 
It is clear what Syria hopes to gain from the U.S. determination to "wean" Damascus away from Tehran. Less clear is what's in it for us.

While You Were Watching Fatah

The first Fatah convention in 20 years resulted in a restatement the "right of armed resistance" and "right of return." Jerusalem was labeled holy to Christians and Muslims - only. Committee recommendations rejected negotiations with Israel until after 14 conditions are met, including lifting the blockade of Gaza and releasing all prisoners. Younger, harder-line, members were elected to the Central Committee. Abu Mazen refused to let the assembled look at the organization's finances.
 
There was a lot of talk about the strategic aims of Fatah and about "occupied territory," but not a word about where a legitimate, sovereign Jewish State of Israel fits in the plan. If anyone wanted to encourage American peacemaking, it wasn't evident.
 
But at least Fatah was just talking. Hamas in Gaza was knocking off the opposition. Sunday, a spokesman said, "Life has begun returning to normal and all security activities in Rafah have ended successfully."
 
What security activities?

  • A Hamas military assault on a mosque in Gaza
  • The killing of 28 members of a rival militia and one Hamas commander
  • The wounding of more than 120 other people
  • A suicide bomb detonation in the house of the militia commander
  • The arrest of 90 people said to belong to the rival militia
A previously unknown group, Jund Ansar Allah ("Soldiers of the Companions of God"), was said by Hamas - a reliable source if ever there was one - to be supported by al Qaeda. Hamas announced it would not tolerate a rival and demanded that Sheikh Abdel Latif Mousa surrender to authorities after a sermon in the Ibn Taymiyeh Mosque on Friday. Hamas militiamen surrounded the mosque and were met with mortars and automatic rifle fire. Hamas troops returned fire and the ensuing battle lasted until Saturday. (So much for the sanctity of mosques.) Outside, a suicide bomber exploded in an attempt to kill Hamas troops. Supporters fled to Mousa's house. Pursued by Hamas, they engaged in battle and in the end, committed suicide.
 
Taher a-Nunu, a spokesman for the Hamas government, said Hamas wouldn't allow lawlessness and anarchy to return to Gaza.
 
Just another weekend but for two oddities - the Hamas commander killed was Muhammad al-Shamali, thought to be in control of Gilad Shalit. And Mousa was an employee of the Palestinian Authority Health Ministry, his salary paid by the Fatah government that lives on donations from the European Union and the United States. 
 
Hamas took pains to announce that Jund Ansar Allah had internationalist goals and was an enemy of the West. In the convoluted logic of Palestinian politics, could that have been Hamas trying to say it is interested in contact with the West - with the United States? 
 
At the end of a confusing week and weekend, it remains clear that neither Hamas nor Fatah is prepared to be an acceptable interlocutor for the United States or for Israel.
