JINSA Report #882 April 29, 2009 It is Better to Try "Conspirators" than "Terrorists" Three brothers in the United States illegally - who dropped out of high school, had brushes with the law, used drugs through their teens and early 20s, and then became religious Muslims - were sentenced to life in prison for plotting to kill American soldiers at Ft. Dix, NJ. Two were given an additional 30 years for weapons offenses. Two other Muslim men remain to be sentenced in the plot. Details can be read in earlier JINSA Reports (#661 and #840). In short, a video store clerk copying tapes for a client noticed that the tapes were "jihadist videos," containing men waving guns and shouting "Allahu Akhbar." One of the men was the client. The clerk alerted the FBI, which sent informants to obtain additional information and ultimately arrested five men. At the trial, the defense made three points: a) nothing actually happened, b) nothing would have happened, and c) the men were entrapped by the informants. Mohamed Younes, president of the American Muslim Union, was quoted saying, "I don't think they actually meant to do anything. I think they were acting stupid, like they thought the whole thing was a joke." Noting that the first videos were produced before informants were involved, the jury evidently decided it wasn't a joke and "acting stupid" is not a defense. Acquitted of attempted murder charges, all were convicted of conspiracy to kill U.S. soldiers.    The defendants and their families appear to believe everything short of shooting should have been considered irrelevant by the FBI and then the court: trips to a jihadist camp in the Pocono Mountains; dozens of statements they made about striking at America; maps they made of Ft. Dix; guns they bought; and hundreds of hours of violent jihadist videos they downloaded and played endlessly. In what surely must have been a non sequitur, The Philadelphia Inquirer quoted a defense attorney saying, "When they found their religion they thought and still feel they found the keys to their happiness." "What was their intention?" asked their father as the family asked for leniency because "nothing happened." Another defense attorney called the sentence "unusually lengthy" in a case where "no one was harmed." "We are saying to them, 'We are going to treat you more harshly than a murderer.' Is that good policy?" The Deputy U.S. Attorney said it was. "These men do not deserve leniency because of the good work of the FBI. They should not receive some benefit because there are not some dead soldiers lying on the ground." We agree.   There is some space between the intention to commit terrorism and the act itself. The jury got it right by convicting the five for conspiracy, not attempted murder - they hadn't yet attempted it. But the American public - and those who would do our people, civilians or soldiers, harm - should know that law enforcement will do its best to put conspirators out of business before they become terrorists. JINSA Report #881 April 28, 2009 Happy 61st Birthday, Israel At the birth of Israel in 1948, the population was 806,000, 35% native born and the rest immigrants. Tel Aviv was the only city in Israel with more than 100,000 residents. At 61, Israel's population is 7,411,000 - an increase of 125,000 over this time last year.  There were 154,000 babies and more than 12,000 immigrants last year, creating a growth rate of 1.8%. Native-born Israelis account for 70% of the Jewish population with at least half being second generation Israelis. About 75% of Israel's population is Jewish, 20% Arab and about 5% "other." There are 14 cities with populations greater than 100,000 - and five with more than 200,000. Israel has accomplishments galore - its democratic system, free press, independent judiciary, and high tech industry are the envy of much of the world. Its tremendous agricultural and medical innovations are shared around the world. Israel's ranks among the highest in literacy rates, computer ownership, book purchasing, college degrees and symphony subscriptions. Israel boasts a mighty military that has retained its humanity despite facing a decades long terror war. Underpinning all these achievement is an almost unprecedented willingness and capacity for self-examination and self-criticism.   But population figures have their own compelling logic. In the last part of the 20th Century, overpopulation was an idée fixe among social scientists. Fear of running out of resources - food, fuel, water - led to predictions of famine and led China and India to adopt radical population policies. In the first part of the 21st Century, declining and aging populations have become the norm. AIDS has decimated large swaths of Africa; Japan and the Western European countries face declining and aging populations as people have one child - or none. The birthrate line in the Muslim world is downward - including in the West Bank and Gaza.   Demographer Nicholas Eberstadt drew a devastating picture of the current and future decline of the Russian population, owing to disease, drink and abortion. China's one-child policy coupled with the availability of abortion has led to a dramatic imbalance in the male and female populations that will have a major societal impact when they reach adulthood. In the United States, it is not uncommon to hear couples talk about children as a strain on the ecology. During the large Russian immigration of the early 1990s, an Israeli parliamentarian was asked if Israel would prefer that there be fewer immigrants to ease the social and financial strain on the country. "Give me another million," he said. "More people working, thinking, building and creating." They fueled the high-tech boom. Even more than immigration, it takes a certain general optimism and faith in one's country to have a baby.   Over the past two years, Israel has seen a happy spike in the numbers of births per thousand as well as a spike in immigration. It is a testament to Israel and its people that, under relentless threat (and some cheap shots from those who should be its allies), Israelis are growing their country. JINSA Report #880 Theories of Government

JINSA Report #880 April 21, 2009 Theories of Government One theory of government is that countries "vent" about American behavior, specifically about their history with us and now about President Bush's "crimes" and "arrogance." If they say or do something ugly, impolitic, dangerous or obnoxious to President Obama, it is cathartic, following which they will be America's, or at least the President's friends.  At which point the world will become a safer and better place for all.   North Korea's missile launch and the ouster of UN inspectors; Iran's conviction of an Iranian-American woman on espionage charges and Iranian President Ahmadinejad's speech at Natanz, ("You Are Weak, Your Hands Are Empty, And You Can't Force Us to Do Anything, Nearly 7,000 Centrifuges Are Spinning Today"); Hugo Chavez's gift of the Spanish-language book, "Open Veins of Latin America: Five Centuries of the Pillage of a Continent"; Nicaraguan President Daniel Ortega's screed at this past weekend's Summit of the Americas; even Angela Merkel and Nicolas Sarkozy's rejection of Obama's main requests (stimulus spending, more troops for Afghanistan and taking prisoners from Gitmo) - all of these were just a way to put the past behind them. Rep. Gregory Meeks (D-NY) who attended the Ortega speech said, "Obama rose above it." Indeed, the President has been uniform in his travels, discussing America's mistakes, shortcomings, difficulties and failures while listening to his hosts discuss America's mistakes, shortcomings, difficulties and failures. The President appears to believe that listening to his critics and shaking their hands, our policies and their policies will change and better relations will ensue.   We appreciate President Obama's emphasis on soft diplomacy, but we wish he'd had a good word for America's Peace Corps and the tens of thousands of Americans who have given their time and effort over the years to help our neighbors in South America and elsewhere, while he was lauding the Cuban dictator's doctors. There is another theory of government. Countries mean what they say and have interests to pursue regardless of who is president of the United States. To many countries, the fact that we have presidential elections is a sign of our weakness because each agenda can last only four or eight years, while they operate on a longer time line - the mullahs have had more than 30 years of uninterrupted rule and pursuit of nuclear weapons. Iran exports the Islamic Revolution and pursues nuclear capability/weaponry because Ahmadinejad, but more importantly the mullahs, believe in the spread of radical Shiite Islam. North Korea is pursuing nuclear weaponry and launch capability because it is essential to the longevity of the regime. Abu Mazen and Hamas believe the creation of Israel was a mistake that needs to be corrected either by political intervention or by war. Assad's Syria is attached to Iran for religious, financial and political reasons. Chavez, Ortega and Bolivia's Evo Morales pick fights with the United States and subvert democratic norms at home because they are anti-American, anti-democratic and want to stay in power.   We are unhappy to see our President shake hands with people who treat the United States with contempt and, worse, treat their own people with contempt. But our concern is that we will operate on the first theory of government while they operate on the second. JINSA Report #879 April 20, 2009 To Understand Israel, Visit Pakistan George Mitchell has returned from an apparently unproductive trip to Israel and the Palestinian Authority. Having decided that a Palestinian state must emerge between the Mediterranean and the Jordan, the administration is irritated with Israel because the Netanyahu government insists on knowing what sort of state it would be and demanding that it first recognize Israeli sovereignty.   A modest suggestion to Sen. Mitchell: visit Pakistan's Swat Valley if you can. See what happens what a government cedes control of territory to a trans-national radical group in hopes of limiting the damage it will do in the rest of the country. Over the weekend, Sufi Mohammad told cheering crowds in Swat that the official imprimatur on the sharia agreement will pave the way for sharia across the country. He was echoed in the capital by Maulana Abdul Aziz, recently released from prison by the government in attempt to placate his followers. Maulana urged those followers to launch a national crusade for sharia, creating at least a theoretical alliance from the Taliban-dominated Swat Valley to Islamabad. A Pakistani professor said, "The government made a big mistake to give these guys legal cover for their agenda. Now they are going to be battle-ready to struggle for the soul of Pakistan." "The people were desperate for peace," said Jafar Shah, a secular Pakistani legislator who introduced the sharia legislation for Swat. "We really had no other choice.  We had no power to crush the militants," he said in The Washington Post. If he can't get to Swat, perhaps Sen. Mitchell could meet with Amb. Richard Holbrooke, U.S. special envoy to Afghanistan and Pakistan (now referred to as AfPak). Holbrooke told CNN that the decision of the insurgents to keep fighting despite a "peace agreement" was a "wake up call to everybody in Pakistan that you can't deal with these people by giving away territory as they creep closer and closer to the populated centers of the Punjab and Islamabad." "These people"? Who are "these people"? Taliban, of course, and their Pakistani radical internationalist jihadi allies. But the same applies to any and every terrorist group that demands legitimacy in order to further its radical, violent aims. Hezbollah shot its way into the cabinet of the democratically elected, pro-Western Lebanese government. The United States blessed the gunshot wedding and continues to arm and train the Lebanese Armed Forces, pretending that having Hezbollah in the government won't affect the Army and its decisions. A Hamas/Fatah "unity government" - much desired by the Obama Administration - would have the effect of legitimizing the Hamas ideology inside the Fatah government, but only for as long as it takes for Hamas to overwhelm Fatah in the West Bank as it did in Gaza. By the way, it doesn't only apply to radical Islamists - the FARC Colombian drug cartel was supported by trouble-making Venezuela and Ecuador. The Colombian government's decision to cede territory to the FARC in hopes that it would limit the damage to the rest of the country was a disaster that has only lately been reversed. President Obama's comment that Venezuela's defense budget being only 1/600th the size of ours made it an unlikely threat rang hollow to our erstwhile allies in Bogota. Israel is right to stand firm on its security parameters. If Sen. Mitchell wants to "advance" the process, he should learn from the very troubling examples of Pakistan, Lebanon, the Palestinian Authority and Colombia what happens when people who get tired of holding the line make concessions to terrorists who have no interest in anything but everything.
