Honduran Crisis Reveals Obama's Skewed View of Democratic Processes
 
President Álvaro Uribe of Colombia is coming to Washington out of favor with President Obama. Despite the heroic job Uribe has done in cutting the FARC narco-terrorist organization down to size, rescuing hostages, combating crime in Colombian cities and reducing political violence, the American administration is unhappy that the very popular, pro-American, pro-free-trade president is considering how to run for a third term in a country with two-term limits.  

This is the background to the removal of Honduran President Manuel Zelaya on Sunday.  President Obama pronounced himself "deeply concerned" and Secretary Clinton said the president's arrest should be condemned. Hugo Chávez, Raúl Castro and Cristina Kirchner joined them in short order. Too fast; too pat.

Honduras has been stable since the early 1980s, mainly because the institutions of government were operating within the law represented by the constitution, the supreme court and the attorney general. Zelaya tried to overrule them all and paid.

Zelaya, a vocal ally of Chávez, had been pushing a public "referendum" to change the Honduran constitution to permit a president more than one term, although the constitution itself bars changes to some of its clauses - including the ban on multiple presidential terms. The Honduran supreme court had ruled the referendum illegal, a position supported by the country's attorney general and members of Zelaya's own political party. The Honduran Army refused the president's order to deliver ballot boxes for the vote. When it was clear that Zelaya intended to go ahead with the illegal referendum, the supreme court issued an order for the army to arrest him.

Zelaya's arrest cannot be seen as separate from the Venezuelan referenda that produced "constitutional changes" that gave Hugo Chávez more and longer presidential terms, making him the "legal" dictator of Venezuela with powers greater than any of his predecessors. The full-scale nationalization of industry and intimidation of labor leaders and whatever media has not been shut down or nationalized has made Chávez internally untouchable for at least the next 10 years, short of a popular overthrow. This is not democracy - nor is a Honduran referendum held over the objection of its supreme court.

And Venezuela's co-opting of democratic norms cannot be seen as separate from Iran's flagrant manipulation of the vote there. Countries with only the outer form of democratic elections and outer form of citizen participation have been exposed as dictatorships.  Zelaya's just didn't get as far as he would have liked. Had he "won" the referendum Sunday, he would have been in a position to run for another (currently illegal) term in November's presidential election. He says he had no intention of running, but it's hard to believe he thwarted the rest of the governmental apparatus just to set up some possible unknown future Honduran president to run for a second term some other day.

The supreme court stepped in to prevent the illegal referendum. The army obeyed the court. The Honduran congress voted to oust Zelaya and has sworn in congressional leader Roberto Micheletti to serve the remainder of Zelaya's term. Micheletti belongs to Zelaya's Liberal Party, but opposed the president in the referendum.

This is really "inside baseball." It is Hondurans in a crisis of legitimate governance that has to be settled by Hondurans. President Obama should give the Honduran supreme court, attorney general, army and congress at least as much benefit of the doubt as he has given the mullahs who stole the Iranian election - and tell everyone else to stay out.

Instead, Mr. Obama is treating Honduras like a banana republic - assuming the worst of the military and the best of a ruler who shares his personal political proclivities.

The Anti-Iran Axis and the new Iranian Revolution
 
Out of the 2006 Lebanon War and the 2008/9 Operation Cast Lead (the IDF against Iranian proxies Hezbollah and Hamas) coalesced the Middle Eastern anti-Iran axis of Israel plus Saudi Arabia, Egypt, Jordan and the Gulf States except Qatar. The Sunni Arab countries greeted President Obama's early overtures to the Iranian government with such alarm that Secretary of Defense Gates and then President Obama himself dashed off to Egypt and Saudi Arabia to reassure them. [Egypt, of course, was already on the President's schedule, but Saudi Arabia was a late addition.]

So one might think the new Iranian revolution would make the axis happy. At its best, it could remove the Shiite clerical rulers, upsetting Iranian funding and the influence of some of the most malign forces in the region, changing the balance in Lebanon, Syria, Iraq and the Palestinian territories just for starters. It would discomfit Cuba, Venezuela and Nicaragua.  It is unlikely that a new Iranian government would pursue nuclear weapons, Shiite triumphalism or the harassment of Hosni Mubarak by Hezbollah.

But among the axis members, only democratic Israel has unmixed feelings as it watches the people of Iran trying to make themselves heard and their influence felt against their repressive government.

Saudi Arabia, Egypt, Jordan and the Gulf States including Qatar are all, themselves, repressive governments. They may well hate the Iranian government as Shiite, Persian and expansionist - but in their heart of hearts they identify with a government that controls the levers of power in the government, media and security forces. Popular revolution terrifies them all because the next one could be against them, especially now.

The ability of people to network means pro-democracy forces around the Arab world are watching and rooting for the people against the government.  Inside Iran, the uprising is now less about the election than about throwing off dictators, repression and fear. Win or lose for the Iranians, how long will it be before small-d democrats in Egypt and Saudi Arabia turn their anger against their own dictators?  

The djinni is out of the bottle, so to speak.

If the region's secular Arab dictators fear revolution, the United States apparently fears that Sunni fundamentalists would win open elections. But there is no reason to think people in the Arab world crave to make the mistakes of the Persians. In the last parliamentary election in Jordan, Islamists received 5.5% of the vote.    

In American policy there is - or should be - a difference between undermining a friendly dictator (Mubarak, for example) and giving him tools to try to prevent his overthrow by his own people. The elements of consensual government - not quick elections among anti-democratic groups, but the freedoms that permit free and fair elections: a free press, free association and free speech; and the protection of minorities and women - could help open the pressure release valve and permit the maturation of both the government and the citizenry. The only other way to release that pressure is on view in Tehran.

If President Obama and Secretary Clinton could only find their pre-election voices, they could provide succor to the Iranian people and hope to the people of the Arab world at the same time.

JINSA has frequently expressed concern that the United States is training Palestinian security forces without a clear picture of:

a) To whom the force will, ultimately, be loyal - as the Abu Mazen's Palestinian Authority (PA) government is overdue for elections and his popularity is in the low single digits; and

b) What the disposition of any future Palestinian government will be toward America's friend and ally Israel.  

Frankly, we are concerned that Lt. Gen. Keith Dayton and his people may be giving Palestinians skills that will be turned against Israeli citizens. While the PA is currently working with the Government of Israel in a variety of ways, both Hamas and Fatah believe the creation of Israel was a mistake by the international community and restitution for the "European Holocaust" - a misconception to which President Obama's speech in Cairo gave credence.  And remember that Abu Mazen is a Holocaust denier from way, way back.

Nevertheless, included in the FY2009 Supplemental Appropriations Bill is $109 million for training Palestinian Security Forces, and Congress is considering an administration request for an additional $100 million to continue and expand the training in 2010.  There is no indication of what would happen to the troops, training or money if Hamas wins the next Palestinian election, or if Hamas doesn't wait for an election to take power, or if Hamas has infiltrated Fatah forces and/or if Palestinian security forces are "sharing" their training with others.  

According to both Israeli and Palestinian sources, one reason the Fatah military force collapsed so quickly in the Hamas-Fatah civil war of 2007 was widespread Hamas infiltration into Fatah units. Gen. Dayton himself has said that the failure of his predecessors to properly vet recruits to the Palestinian Security Forces was the reason many of them used their U.S.-supplied training against Israel during the so-called "second intifada."

Keeping in mind his assurances that things are better now, last week, Palestinian security sources announced that they had arrested an officer from Fatah's National Guard unit caught training Hamas cells on the West Bank. We are skeptical of statements by the PA government, including its security forces, knowing that they often settle private scores under the guise of public policy. These are the forces Gen. Dayton has vetted and in whom he appears to have confidence, however. We are not reassured at any level.

And when we are not supplying money to Palestinian "soldiers," we are supplying UNRWA - which has employed members of Hamas and serves as a shill for Palestinian radicalism while imprisoning multiple generations of Palestinians in "refugee camps" in various Arab countries (In April, the U.S. supplied $311,500 to replace a clinic providing services to 19,000 Palestine refugees living in a camp in Syria.)  In 2008, the U.S. government provided $185 million to UNRWA; in 2009 the figure thus far is $154.5 million - separate from the additional $900 million the U.S. is planning to provide to the Palestinians in the West Bank and Gaza largely through the corrupt Fatah government in the West Bank and UNRWA.

Somewhere in that welter of money, the Obama Administration and Congress should be asking the fundamental question - what are the Palestinians doing with American taxpayer dollars that American taxpayers would actually want done?  None of our largesse has produced the slightest indication on the part of Palestinian leadership - loosely defined - that there are civic, social, cultural and security requirements incumbent upon them when they take money we are increasingly hard-pressed to hand out.

"Change we can believe in" is clearly called for here.

Following the latest North Korean missile test, the UN Security Council unanimously condemned Pyongyang. Furthermore, hoping to prevent additional North Korean exports of missile technology and missile-related equipment and parts, the Security Council resolution provided for "Member States to inspect and destroy all banned cargo to and from that country - on the high seas, at seaports and airports - if they have reasonable grounds to suspect a violation." Unfortunately, it did not give UN member states authority to board the ships. The United States and its allies are permitted only "to ask permission."

A suspected arms ship, the Kang Nam, has sailed from North Korea and is being monitored by U.S. and allied navies but, without permission to board, it appears that we will have to wait until the ship docks somewhere and hope that the host country will impound it. Originally thought to be headed for Singapore - not a friendly port for North Korea - it may now be headed for Myanmar, a place notably disinterested in what the UN or the rest of the international community wants.  

In addition, Japanese intelligence suggests that North Korea will launch a missile toward Hawaii around the Fourth of July. They tried an Independence Day launch three years ago, but the missile failed seconds after liftoff. The assumption on all sides is that the North Koreans have made progress in missile technology since then, though American officials think it is unlikely that the missile will have enough range to actually hit the island. Nonetheless, said one military official, "past failure should not be considered a predictor," and defenses added to Hawaii include a ground-based mobile missile system and the X-Band seaborne radar.  

"We do have some concerns if they were to launch a missile ... in the direction of Hawaii," Defense Secretary Robert Gates said, but, "We are in a good position, should it become necessary, to protect Americans and American territory."

We wonder if he - and the residents of Hawaii - will think to thank President Reagan who said, as he announced the opening of the missile defense program, "We can't afford to think that we will never be threatened." Or thank President G.W. Bush for withdrawing from the outdated ABM Treaty and ordering the deployment of missile defenses in 2002, allowing us to confront non-Russian threats.  

And we are concerned that President Obama is moving backward; missile defense is slated to take a $1.2 billion hit in the next budget. Out are $120 million to continue fielding 44 missile interceptors in Alaska; $500 million for long-range missile defense in Poland and the Czech Republic; and the entire Kinetic Energy Interceptor (KEI) Booster, Airborne Laser and Transformational Satellite Programs. The last three are technologies that will have an impact on future defense capabilities, necessary if our adversaries continue testing and improving their offensive capabilities.  

We are fortunate that previous Presidents and Congresses pushed forward with missile defense in its early and unproven stages. In view of the demonstrated hostility of North Korea (and Iran) the current President and Congress should move forward on current and future technologies to keep pace as the threats proliferate.
