JINSA Report #915 Trust But Verify

JINSA Report #915 August 11, 2009 Trust But Verify Participants in the recent JINSA Flag & General Officers Trip to Israel met with UNIFIL officials near the northern Israeli border. A Spanish colonel and a German political counselor who were polite, professional and cordial led their group. An Israeli UNIFIL liaison officer accompanied us. The colonel said illegal weapons have never been found at a UNIFIL checkpoint and operations carried out with the Lebanese Armed Forces (LAF) have never captured ammunition. The political officer added, "You cannot prove a negative - that there are no weapons. But we do 350-380 patrols in a 24-hour period and 90% of the cars I see are UNIFIL. There are some military supplies left over from the 2006 war, but I am confident there is nothing big time coming in." They said UNIFIL can go everywhere in southern Lebanon, but won't go into houses without specific information about weapons.  "We generally ask the LAF to do it for us." A JINSA participant pointed out that neither of the UNIFIL professionals had mentioned the word Hezbollah. "It appears, then, that the LAF and Israel were at war in 2006."  Hezbollah, said the political counselor, is part of the government that signed UN Resolution 1701 - it is committed to 1701. She added cryptically, "Not everyone with a gun will start the next war." Since that meeting, the explosion of an arsenal in the Lebanese village of Khirbet Slim and the subsequent attack on UNIFIL troops trying to investigate has prompted UNIFIL to acknowledge Hezbollah arsenals in the south. They claim this is not necessarily a violation of 1701 and still maintain that the weapons might be old ones. The UNIFIL officials with whom JINSA met did have complaints - about Israel. First was the decision of the Israeli government not to provide maps of land mine fields, although the fields themselves were marked. Second, they said, Israeli manned and drone overflights of southern Lebanon were a violation of 1701.   Those overflights - including over Khirbet Slim after the explosion - are the source of the IDF assessment that Hezbollah has up to 40,000 rockets and is training its forces to use ground-to-ground missiles capable of hitting Tel Aviv as well as anti-aircraft missiles. Hezbollah is said also to have trained in Syria on the anti-aircraft SA-8 missile that launches from tracked vehicles, but Israeli warning to Syria not to send the SA-8 into Lebanon appear to have been heeded - for now. Overflights help keep the Syrians honest. The closer the rockets (and potentially the SA-8 vehicles) are to the Israeli border, the longer their reach into Israel. The arsenal in Khirbet Slim was only 12 miles inside Lebanon. Perhaps those minefields help ensure that Hezbollah cannot come to the border. UNIFIL's mandate is up for renewal at the UN this summer and there are reasons to keep it and enhance its mandate. But Israel will - and should - continue to live by the Reagan maxim "trust but verify." Overflights and mine fields provide a margin of security for Israel that UNIFIL cannot and the LAF will not want to. JINSA Report #914 August 10, 2009 Fatah Convenes The first Fatah "congress" in 20 years is over and the European Union (EU) has transferred another 90 million euros to the Palestinian Authority (PA) treasury. The United States continues to provide money and equipment to the Palestinian army. And the Western vision of a "two state solution" is undimmed by the reality of the voices and resolutions of the Palestinians themselves. The reality is: "Resistance" received new life from the delegates. "Although peace is our choice, we reserve the right to resistance, legitimate under international law," Abu Mazen told the assembled. Senior Fatah official Jibril Rajoub, asked about a large picture of a boy armed with a rifle prominently displayed at the conference, said Fatah, "has not relinquished the option of armed struggle against Israel," calling it a "tool at the Palestinians' disposal." The so-called "right of return" was reiterated in the conference platform that also called Fatah a "national liberation movement whose goal is to remove and defeat the occupation." In a statement, Fatah said, "we won't abandon any of our options, and we believe that resistance, in all forms, is a legitimate right of occupied people in confronting their occupiers." Lest one think that only the territories of the West Bank and Gaza are considered "occupied," the platform noted the "right" of Palestinians to return to their original villages inside Israel. The Al-Aksa Martyrs Brigades, which Abu Mazen claimed had been disbanded, were endorsed by the congress as the Fatah military wing. In an interview, activist Kifah Radaydeh said the PA would resume violence against Israel when Fatah is "capable," and "according to what seems right... It has been said that we are negotiating for peace, but our goal has never been peace. Peace is a means; the goal is Palestine." Radaydeh reaffirmed that "armed struggle" will continue depending on how "capable" the PA forces are. Where does that put the loyalty of U.S.-trained Palestinian soldiers? The younger delegates were much more strident than the older ones - a result of more than 15 years of Fatah-led, EU-funded schooling, portending ill for the future. At a "student rally" in honor of Abu Mazen, young people named Haifa, Jaffa and Tel Aviv as Palestinian cities for which they would be happy to shed blood.   Abu Mazen - backed by a Fatah resolution - declared there would be no talks with Israel until AFTER a complete settlement freeze, lifting the blockade of Gaza and the release of all Palestinian prisoners held by Israel and 12 other preconditions. Palestinian leaders warned Arab states not to normalize ties with Israel, as President Obama has requested. "Normalization... before the occupation ends in the Palestinian areas is the last thing that the Palestinians should have to experience," said a former Palestinian ambassador. A new Fatah resolution defines Jerusalem as the "eternal capital of Palestine, the Arab world and the Islamic and Christian worlds." Fatah pledged to continue to make "sacrifices until Jerusalem returns to the Palestinians void of settlers and settlements." The fact is that in hopes of drawing support away from Hamas, Fatah is increasingly and publicly drawn to its radical roots. And the reality for American and European policy makers who think they have the answer to the conflict, is that Fatah, no less than Hamas, believes in Palestine from the River to the Sea and "void" of Jews.   Far from being an appropriate interlocutor for a "two state solution," Fatah is increasingly and publicly not willing to limit its nationalist aspirations to a rump split state alongside and in between Israel and Jordan, and appears to believe there will be no international pressure to restrain itself - rhetorically or otherwise. JINSA Report #913 Pitfalls in American Diplomacy

JINSA Report #913 August 7, 2009 Pitfalls in American Diplomacy North Korean strongman Kim Jong Il used his two hostages (through phone calls he permitted them to make to their families) to say that former President Clinton would be an acceptable interlocutor for their release, but Al Gore would not be. Mr. Clinton was a prop in Kim Jong Il's photo op and may or may not have talked about the nuclear weapons impasse - he says not; they say yes. The administration insists the trip was "private" and the United States hasn't "talked" to North Korea at all. How silly. Former presidents, married to current Secretaries of State, have no private lives, and why would the Obama Administration not want to acknowledge its hand in protecting American citizens abroad? There is no reason NOT to talk to North Korea or Iran or any hostile party - the obvious caveats being: a) clearly conveying American requirements for future improved relations, including clearly stating what behavior is unacceptable and what sanctions as well as what benefits might accrue; b) having reason to believe "the other" can and will be responsive to the required changes; and c) not paying in advance. It is one of the Obama Administration's periodic straw men to say that the Bush Administration didn't engage Iran, or North Korea or Iraq before the invasion. American administrations have talked to everyone over the years - Stalin and Khrushchev at the height of the Cold War; the North Vietnamese while they were killing American soldiers; Khomeini and every other Iranian leader of the past 30 years; Saddam Hussein; and Kim Jong Il. Kennedy, Johnson, Nixon through Bush 41, Clinton and Bush 43, we have talked to everyone. And should - it provides moments of wonderful clarity. Secretary of State George Schultz memorably told Syrian President Hafez Assad, "The quality of the opposition counts." The problem arises when Americans can't make a clear, convincing case for our own position, or when we think we have to agree with our adversaries. Or have to agree that their worldview is at least acceptable. Or mistakenly ascribe our own world view and our own goals to them, and then assume they actually want to go where we want them to go.  Or assume they can even if they want to. Those last three are the biggest pitfalls in American diplomacy.   To assume that North Korea or Iran don't really want to be nuclear powers for their own reasons is unwarranted. To assume Hamas - or Fatah - would accept a rump state of Palestine squeezed between Israel and Jordan as the full expression of Palestinian nationalism is unrealistic. To believe only a smile and an apology for American history stands between the United States and a Hugo Chávez or Raúl Castro that promote free speech and democracy is naïve - to assume they agree that anything but their own continued power is the goal is also naïve. To believe Abu Mazen can bring the Palestinian movement to a verifiable acceptance of the legitimacy of Jewish sovereignty - or that he wants to - is unfounded. The policy of the U.S. government should be to talk with whomever we believe would advance our agenda, being clear on both the agenda and the partners' ability to respond.
